Background
The Government of the Virgin Islands, through its Department of Property and Procurement, is seeking proposals for updating the National Register of Historic Places (NRHP) nomination for the Estate Catherineberg Plantation Site. This project is initiated by the Department of Planning and Natural Resources - State Historic Preservation Office to integrate newly identified cultural, archaeological, and environmental data in alignment with National Park Service standards. It aims to support sustainability and cultural heritage preservation goals.
Work Details
The contractor will be responsible for:
1. Conducting archival research at both U.S. and Danish National Archives;
2. Documenting newly identified resources including an enslaved African village and possible burial grounds;
3. Verifying land use and demographic data;
4. Performing archaeological field investigations;
5. Updating the NRHP nomination forms using current NPS templates;
6. Submitting a complete revised nomination package in electronic formats;
7. Developing an ArcGIS StoryMap or equivalent digital platform to visualize the cultural landscape;
8. Delivering all final data in a structured digital archive compliant with DPNR standards.
Period of Performance
The contract will commence upon execution by the Commissioner of the Department of Property and Procurement and will last for twelve (12) months, with a possible six-month renewal option based on unforeseen circumstances.
Place of Performance
The work will be performed on St. John, U.S. Virgin Islands.
Bidder Requirements
Respondents must meet Secretary of the Interior’s Professional Qualification Standards in relevant fields such as History or Archaeology. They should demonstrate experience with NRHP nominations particularly in Caribbean contexts, possess technical expertise in archaeological documentation, and have a proven understanding of African diaspora archaeology.
