Uninterruptible Power Supply (UPS) System Replacement for BIT

Background
The Government of the United States Virgin Islands, through the Bureau of Information Technology (BIT), is seeking bids for the replacement of Uninterruptible Power Supply (UPS) systems across various critical infrastructure sites. The goal is to enhance the resilience and reliability of its critical infrastructure, specifically targeting both Land Mobile Radio (LMR) tower sites and primary data centers. This initiative is part of a broader modernization effort to ensure continuous operation and support for essential services.

Work Details
The contract involves furnishing, delivering, installing, commissioning, and providing one year of post-installation support for two types of UPS systems: 5 kVA outdoor-rated UPS systems for LMR tower sites and 100 kVA modular UPS systems for data centers. The specific tasks include:

1. **LMR Tower Sites**:
- Installation of ruggedized, outdoor-rated 5 kVA UPS systems at priority locations including Bordeaux Mountain (St. John), Benner Hill (St. Thomas), Recovery Hill (St. Croix), St. Georges (St. Croix), and Cotton Valley (St. Croix).
- Systems must provide a minimum of 8 hours battery backup at full load and be designed to withstand harsh coastal environments.

2. **Data Center Sites**:
- Installation of two 100 kVA modular UPS systems at the primary data centers located at 9059 Estate Castle Coakley (Christiansted, St. Croix) and 8000 Nisky Center (St. Thomas).
- Systems must comply with Tier II requirements and be capable of hot-swappable components.

3. **General Requirements**:
- Project management including coordination with BIT and site managers.
- Cybersecurity measures in compliance with NIST CSF 2.0.
- Comprehensive training for maintenance personnel on system operation and emergency procedures.

Period of Performance
The contract period will commence upon execution by the Commissioner of Property and Procurement and will terminate 28 weeks thereafter, with an option to renew subject to funding availability.

Place of Performance
The work will be performed at various locations in the U.S. Virgin Islands, specifically St. Thomas, St. John, and St. Croix.

Bidder Requirements
Bidders must provide documentation including:
- Current Virgin Islands business license.
- Certificate of good standing dated July 1, 2025 or later.
- Proof of current SAM.gov registration.
- Non-collusion affidavit.
- Evidence of experience in similar projects within the last two years.
- A detailed cybersecurity plan compliant with NIST CSF 2.0.
- Bidders should also demonstrate their capability to meet environmental standards required for outdoor installations.
