Description

Tsunami Public Education and Resiliency Program - Phase 1
Background
The Government of the Virgin Islands (GVI), through the Department of Property and Procurement, is seeking proposals for the development and implementation of Phase I of the Tsunami Public Education and Resiliency Program. This initiative aims to enhance community awareness, preparedness, and resilience against tsunami hazards throughout the US Virgin Islands, particularly for the Virgin Islands Territorial Emergency Management Agency (VITEMA). The program is funded under FEMA's Hazard Mitigation Grant Program following the 2017 hurricanes.

Work Details
The contractor will be responsible for:

1) Conducting a detailed assessment of tsunami hazard zones using inundation modeling and maps;

2) Mapping tsunami hazard zone boundaries and identifying safe zones;

3) Performing an engineering feasibility study for tsunami signage, including technical specifications for approximately 500 signs;

4) Initiating Environmental Planning and Historic Preservation (EHP) reviews;

5) Developing a comprehensive public education campaign to increase tsunami preparedness;

6) Preparing documentation for Phase II implementation including cost estimates, project schedules, and Benefit-Cost Analysis narratives.

Deliverables include a comprehensive Phase I report, engineering design package, environmental documentation, public education framework, and Phase II work plan.

Period of Performance
Phase I is expected to be completed by September 30, 2025. Key milestones include project kickoff upon contract award, draft engineering design submission by August 2025, environmental review documentation finalization by August 2025, and submission to FEMA by September 2025.

Place of Performance
The work will be performed in the St. Thomas/St. John and St. Croix Districts of the US Virgin Islands.

Bidder Requirements
Proposers must demonstrate experience with hazard mitigation planning and implementation as well as engineering expertise in signage design. They should have knowledge of FEMA requirements for hazard mitigation projects and experience with public education campaigns for disaster preparedness. Familiarity with the geography and infrastructure of the US Virgin Islands is also required.
