Sprat Hall Ready Building Renovations, St. Croix, USVI

Background
The Joint Force Headquarters of the Virgin Islands National Guard is seeking a contractor to renovate the Sprat Hall Ready Building located in Frederiksted, St. Croix. This project aims to make the building suitable for daily occupancy by professional staff, addressing issues stemming from its extended vacancy. The renovation will include restoring essential services and ensuring a clean and safe environment for future use.

Work Details
The contractor will furnish all materials, tools, supplies, equipment, labor, and professional supervision necessary to complete the following tasks:

1. Recommission functioning water service and air-conditioning throughout the building.
2. Conduct a thorough cleaning of the building to remove debris, dirt, dust, and pests.
3. Seal openings such as missing ceiling tiles and install sheetrock surfacing where needed.
4. Replace all missing or damaged ceiling tiles (approximately 460 square feet).
5. Remove and replace damaged exterior door handles and locks on three exterior doors.
6. Energize and prime the existing water pump to ensure uninterrupted water service in all bathrooms.
7. Service and recommission four existing air conditioning units, including inspecting condensate drain lines, electrical connections, fan motors, refrigerant levels, and cleaning coils and filters.
8. Perform a one-time deep cleaning of approximately 13,918 square feet of building space including sweeping, mopping floors, dusting surfaces, sanitizing fixtures, and removing cobwebs.

Period of Performance
The contract will be in effect for a period of 120 calendar days from the date of the notice to proceed.

Place of Performance
The work will be performed at the Virgin Islands National Guard facility located at 4135 Prosperity, Frederiksted, St. Croix, USVI 00840.

Bidder Requirements
Contractors must meet specific qualifications including:

A. A valid business license from the U.S. Virgin Islands Department of Licensing and Consumer Affairs (DLCA).
B. A current W-9 form with an original signature.
C. Registration with SAM.gov.
D. A Certificate of Good Standing from the Lieutenant Governor’s Office.
E. Proof of sufficient insurance coverage as required by Virgin Islands government standards.
F. Compliance with all federal and territorial laws regarding licenses and permits.
