DLCA Rebranding and Public Service Announcements

Background
The Department of Licensing and Consumer Affairs (DLCA) is seeking professional marketing and communications services to modernize and strengthen the agency’s public image. This project aims to fully rebrand the department and develop a series of public service announcements (PSAs) to educate and protect consumers throughout the Virgin Islands.

Work Details
The selected contractor will provide two main components: Brand Development and Public Service Announcements (PSAs).

For Brand Development, the contractor will conduct a brand audit, develop a refreshed visual identity including a new logo, color palette, fonts, and templates for print and digital media. They will also design updated branding materials such as stationery and signage, and provide a comprehensive brand implementation strategy.

For PSAs, the contractor will create concepts, scripts, and storyboards for engaging PSAs that inform consumers on various topics including hiring licensed contractors, legal requirements for business licenses in the Virgin Islands, licensing obligations for short-term rental hosts, consumer rights against deceptive practices, payment requirements for businesses, and other timely issues identified by DLCA.

Deliverables include a new DLCA brand identity package with a usage guide, 8-10 PSAs in various formats (video, audio, social media), a communication rollout plan with a content calendar, and a summary report detailing public engagement approaches.

Period of Performance
The contract period will run for approximately twelve (12) to eighteen (18) months.

Place of Performance
The services will be performed throughout the Virgin Islands.

Bidder Requirements
Contractors must demonstrate experience with government or public awareness campaigns focused on consumer education. They must also provide proof of all applicable licenses or permits as required by Title 27 of the Virgin Islands Code.
