Design Build WTJX Micro-Grid: Engineering, Procurement, and Contracting (EPC) Services

Background
The Government of the Virgin Islands (GVI), through the Department of Property and Procurement, is seeking proposals for the Design Build WTJX Micro-Grid project. This initiative aims to enhance energy resiliency for the Virgin Islands Public Broadcasting System (VIPBS) at the Mountain Top tower site, which is critical for communication during emergencies.

The project responds to energy challenges faced after hurricanes in 2017, emphasizing the need for a reliable energy supply that reduces dependency on diesel generators.

Work Details
The contractor will provide Engineering, Procurement, and Contracting (EPC) services to implement a Solar Plus Battery Storage Micro-Grid system. Key components include:
- A 70 kW DC & 50 kW AC ground-mounted Photovoltaic (PV) array.
- A maximum 500 kWh Battery Energy Storage System (BESS).
- A Micro-Grid Controller that integrates with existing diesel generators.

The system must ensure uninterrupted power supply during grid outages and optimize solar self-consumption. The contractor is responsible for all aspects of design, installation, permitting, and compliance with local codes and standards.

Period of Performance
The contract will commence upon award and is expected to be completed within a specified timeframe as outlined in the proposal schedule.

Place of Performance
The work will be performed at the VIPBS Mountain Top tower site located in the Virgin Islands.

Bidder Requirements
Proposers must demonstrate professional qualifications and experience in similar projects. They are required to have a current business license, proof of active SAM.gov registration, and must comply with local regulations regarding electrical installations. Proposals should include details about subcontractors if applicable.
