Cremation Services in the St. Thomas St. John and St. Croix Districts

Background
The Government of the Virgin Islands of the United States, through the Department of Property and Procurement, is issuing this solicitation for the provision of Territorial Burial and Cremation Services for the Department of Human Services.
The goal is to ensure dignified and respectful handling of remains in the St. Thomas/St. John and St. Croix Districts.

Work Details
The contractor shall provide cremation services which include:
1. Transportation of the body from the morgue to the funeral home.
2. Preparation of remains.
3. Arrangement and supervision with next of kin, including conducting arrangements conferences, planning funerals, consulting with family and clergy, preparing and filing necessary notices, and coordinating with third parties.
4. Obtaining necessary authorizations and permits (including 2 death certificates).
5. No public viewing allowed.
6. Coordination for one viewing session with family/next of kin, not exceeding one hour.
7. Provision of a temporary urn.
8. Storage of cremains for no more than 30 days before lawful disposition at no extra cost.
9. Simple cremation services with additional allowable services (viewing of face/head only, memorial service) for stillborn infants, children up to one year old, and children aged one year and one day older.
10. Direct cremation without viewing/service for stillborn infants, children up to one year old, and children aged one year and one day older.
11. Additional costs may apply for autopsy repairs and preparation for viewing or oversized persons.

Period of Performance
The contract will be effective for a period of one year from the date of award, with an option to renew for an additional year subject to availability of funds.

Place of Performance
Services will be performed in the St. Thomas/St. John and St. Croix Districts.

Bidder Requirements
Bidders must provide documentation including:
- A current Virgin Islands business license.
- Proof of commercial general liability insurance naming the Government as additional insured.
- Proof of workers' compensation coverage.
- Current SAM.gov registration.
- Certificate of good standing dated July 1, 2024 or later.
- Corporate resolution evidencing directors/officers.
- Articles of incorporation/organization/partnership formation documents.
- Trade name certificate if applicable.
- Non-collusion affidavit form DPP-NCA-52-75.
