Youth Programs

Background
The Virginia Community College System (VCCS) is issuing this Request for Proposal (RFP) to solicit proposals from qualified offerors for the establishment of contracts to provide Home, Health, and Beauty instructional and enrichment programs for youth in grades K-12.

The goal is to enhance educational opportunities through innovative and engaging programs that introduce students to various career possibilities. The VCCS serves approximately 400,000 individuals across Virginia, aiming to strengthen lives and communities through education and workforce training.

Work Details
The contractor will provide all labor, materials, supervision, equipment, services, incidentals, and related items necessary for a variety of youth programs. Specific examples of programs include cooking with smallware appliances, hair braiding, and self-care.

Offerors must provide pricing under both a comprehensive model (contractor-provided instructors) and a turnkey model (training college instructors). Programs will be offered at college campus locations throughout the year and should consist of 3-4 hours of instructional time per day. Each program typically includes five sessions on the same topic during the week. Contractors must ensure that instructors meet specific qualifications including background checks and experience in the subject matter.

Period of Performance
The contract term is one year with four optional one-year renewals. Programs will be conducted at various times throughout the year as scheduled by the colleges.

Place of Performance
Programs will be held at various community college campuses across Virginia.

Bidder Requirements
Offerors must comply with specific qualifications including providing a drug-free workplace, maintaining required insurance coverage (Workers’ Compensation, General Liability), and ensuring that all instructors pass background screenings.

Additionally, contractors must have a basic understanding of socio-economic challenges in the areas they serve. This RFP is set-aside for DSBSD-certified micro businesses or small businesses.
