Description

Yorktown Underwater Survey Phase II
Background
The Virginia Department of Historic Resources (DHR) is soliciting bids for a marine remote sensing survey of state-owned subaqueous bottomlands within the Siege of Yorktown battlefield. This survey is the second part of a phased comprehensive survey for this nationally significant landscape, aimed at locating sunken vessels associated with the 1781 Siege of Yorktown and other submerged cultural materials. The results will assist in managing cultural materials within the submerged bottomlands of the Commonwealth.

Work Details
The contractor shall conduct a marine geophysical survey of all submerged bottomlands within the designated boundary, which includes approximately 958 acres in the York River. The survey will involve:

1. Deploying side scan sonar and marine magnetometer with 50 ft lane spacing.
2. Conducting a refinement survey for up to 10 targets encountered during the initial survey that are not listed with VCRIS.
3. Providing all necessary survey materials, vessels, and instruments while adhering to relevant laws and safety regulations.
4. Deliverables include a draft report within 90 days post-fieldwork completion and a final report with raw and processed data.

Period of Performance
The contract period begins upon award and continues until completion of the work as specified, with deliverables due within specified time frames following fieldwork.

Place of Performance
The work will be performed in Yorktown, Virginia, specifically in the waters of the York River encompassing portions of Gloucester and York counties.

Bidder Requirements
Bidders must be DSBSD-certified small businesses to qualify for this solicitation. Contractors must have at least five years of experience in underwater archaeological surveys and meet Professional Qualification Standards for archaeology as outlined by the United States Secretary Of the Interior. Additionally, contractors should have prior experience working in Virginia waters, particularly within the York River.
