Well Installation and Well Abandonment (2022-CR-35W)

Background
The Virginia Department of Health (VDH) is issuing this solicitation for the installation and abandonment of wells as part of its mission to ensure safe drinking water and proper well management in compliance with state regulations.
The goal of this contract is to construct a private water well that meets Virginia Private Well Regulations and to properly abandon existing wells at the specified location.

Work Details
The contractor shall provide all necessary labor, supervision, equipment, tools, parts, supplies, and materials to perform the following services:
A) Construct a private water well with a minimum of 50' of casing and grout according to Virginia Private Well Regulations.
B) Conduct tree removal and site clearing as necessary, including costs in the initial bid.
C) Abandon two existing wells according to specific instructions in the permit.
D) Provide or subcontract with licensed professionals for plumbing and electrical work required for the water system.
E) Disinfect the well and plumbing, ensuring compliance with water quality standards.
F) Follow all regulations regarding erosion control and site stabilization post-construction.
G) Comply with all requirements from the Department of Professional and Occupational Regulations (DPOR).
H) Submit required documentation including completion reports and inspection records to VDH upon project completion.
I) Provide detailed cost breakdowns for all services rendered, including additional services beyond initial scope.

Period of Performance
The estimated project start date must be provided two weeks prior to installation or within four weeks after issuance of the Purchase Order (PO), whichever is earlier.
The duration of the contract will depend on the actual depth drilled and other factors outlined in the scope.

Place of Performance
The work will be performed at 77 Boxwood Road, Arvonia, VA 23004.

Bidder Requirements
Bidders must comply with DPOR requirements for contracting, provide proof of insurance, and submit necessary documentation within specified timeframes.
Bidders must also provide a breakdown of total costs for line item 1 separately from additional services.
