Virtual Job Fair Platform

Background
Arlington County’s Department of Human Services is seeking to procure access to a web-based solution for virtual job fair and recruitment services.
The County aims to enhance employment opportunities for its residents through a structured platform that facilitates job fairs, promoting economic independence and stability within the community.
The Department of Human Services (DHS) serves over 58,000 residents annually and operates various programs aimed at supporting low-income individuals and families.

Work Details
The contractor will provide a web-based solution that replicates the full lifecycle of a physical job fair event, including:
1) Job announcement promotion;
2) Job seeker resume submission;
3) Virtual communication capabilities between job seekers and employers (text and video chats);
4) Ability to download and upload resumes and applications.
The contractor is responsible for hosting, operation, and maintenance of the solution, which must support unlimited virtual job fair events with a minimum duration of 12 hours each.
The system must comply with the Americans with Disabilities Act (ADA), Section 508, and be capable of handling events with over 100 employers and 1,000 job seekers without crashing.
Reporting requirements include providing lists of participating employers and registered candidates in .csv format within one business day after each event, as well as an event performance report within 24 hours post-event.

Period of Performance
The contract will have an initial term of twelve months from the date of award, with the possibility of four additional twelve-month extensions based on satisfactory performance.

Place of Performance
The services will be performed in Arlington County, Virginia.
