Description

To solicit applications to designate a Regional Emergency Medical Services (EMS) council as required by the Code of Virginia 32.1-111.4:2 and to establish a contract through competitive negotiation for the development and implementation of an efficient and effective statewide regional emergency medical services delivery system for the Virginia Department of Health (VDH).
Background
The Virginia Department of Health (VDH) is responsible for developing a comprehensive, coordinated emergency medical services (EMS) system in the Commonwealth of Virginia as mandated by the Code of Virginia ยง32.1-111.4:2.

The goal of this contract is to designate regional EMS councils that will develop and implement an efficient statewide EMS delivery system. These councils are crucial for coordinating components of the statewide EMS system and ensuring accountability for public funds, matching funds criteria, and performance standards.

Work Details
The designated regional EMS councils will be responsible for:
- Establishing and maintaining a place of operations within their service area;
- Hiring adequate staffing;
- Maintaining resources for EMS delivery;
- Developing partnerships with local health districts and emergency planning committees;
- Ensuring stakeholder representation in governance;
- Providing technical assistance to EMS agencies;
- Facilitating regional medical direction;
- Supporting grant writing assistance;
- Conducting regional EMS planning and performance improvement initiatives;
- Delivering continuing education and certification training within the service area.

Each council must comply with specific regulations outlined in the Virginia Administrative Code.

Period of Performance
The initial period of grant funding is from January 1, 2026, to June 30, 2028.

Place of Performance
The services will be performed within seven defined regional service areas in Virginia.

Bidder Requirements
Applicants must demonstrate capability to establish communitywide programs, maintain a physical office within the defined service area, and have appropriate staffing. A 25% match for base funding is required, which can include monetary or in-kind contributions but cannot include state funds.

Organizations must also comply with Virginia EMS Rules and Regulations (12VAC5-31) and provide documentation of financial sustainability.
