Background
The Virginia Department of Health (VDH) is seeking a cloud-based Electronic Benefits Transfer (EBT) Solution to enhance the Virginia Special Supplemental Nutrition Program for Women, Infants and Children (WIC).
The goal is to provide an efficient e-WIC processing system that allows participants to use a magnetic stripe card for secure transactions.
This initiative aims to improve service delivery and ensure compliance with federal regulations.

Work Details
The contract requires the Supplier to deliver a Software as a Service (SaaS) EBT Solution that includes:
- Development and deployment of the e-WIC processing system.
- Maintenance and enhancements of the software throughout the contract term.
- Provision of necessary documentation, including user manuals and training materials.
- Support services including troubleshooting, updates, and user assistance.
- Compliance with all applicable federal and state regulations regarding EBT systems.
- Implementation of security measures to protect sensitive data such as Protected Health Information (PHI).
- Regular reporting on system performance and user engagement metrics.

Period of Performance
The contract will be effective for an initial term of five (5) years from the Effective Date, with options for up to three (3) additional one-year renewals at the discretion of the Agency.

Place of Performance
The services will be performed primarily in Virginia, with potential remote support capabilities as required.
