Background
The Virginia Department for the Deaf and Hard of Hearing (VDDHH) is seeking to establish multiple contracts through competitive negotiation for the Technology Assistance Program (TAP) and Community Services. This initiative aims to provide essential services to individuals who are deaf, hard of hearing, deafblind, or have speech difficulties, as well as their families and professionals who serve them. The funding for these services is based on annually appropriated General Assembly funds, with specific allocations for different regions across the Commonwealth.

Work Details
The contractor will provide a range of services under the TAP, including:

1. Staffing and Logistics: Provision of one lead and one backup staff member per region to coordinate services. Staff must meet minimum competencies including proficiency in American Sign Language (ASL).

2. Staff Training: Completion of mandatory training including new-hire training at VDDHH Central Office and annual cybersecurity training.

3. Office Location: Establishment of a physical office in the proposed region that meets accessibility requirements and is equipped with necessary technology and security measures.

4. Information and Referral Services: Responding to inquiries related to hearing loss within three business days and maintaining up-to-date resources.

5. Education and Training Workshops: Conducting monthly workshops focused on relevant topics for government agencies, nonprofits, businesses, and the public.

6. Outreach Activities: Conducting monthly outreach exhibits to promote VDDHH services, ensuring all displayed equipment is functional.

7. Technology Assistance Program (TAP): Assisting qualified residents in applying for TAP services, providing follow-up support within 30 days after equipment distribution, and maintaining an inventory of TAP equipment.

Period of Performance
The initial contract period will commence on July 1, 2025, through June 30, 2026, with four optional one-year extensions available.

Place of Performance
Services will be performed in designated regions throughout the Commonwealth of Virginia as specified in Attachment E of the RFP.

Bidder Requirements
Offerors must demonstrate experience in providing similar services to the target population and submit resumes for all staff assigned to the project. Proposals must include a plan of operation detailing how objectives will be achieved while complying with all applicable laws regarding discrimination.
