VBCA - EI-C and BI-R, Area 98: Chesterfield County, Henrico County, and Hanover County

Background
The Virginia Department of Housing and Community Development (DHCD) is issuing this solicitation for the Jack A. Proctor Virginia Building Code Academy (JPVBCA), which provides professional training for code enforcement personnel in Virginia.
The goal of this contract is to facilitate a training program focused on Electrical Inspection-Commercial and Building Inspection-Residential, scheduled for September 16-18, 2025, in Service Area 98, which includes Chesterfield County, Henrico County, and Hanover County.

Work Details
The contractor will provide the following services:
1. Two educational event/conference spaces to accommodate 90 participants per day over three days.
2. Meals including breakfast and lunch for all participants, with specific dietary provisions.
3. Overnight lodging accommodations for an estimated 25 participants per day.
4. Meeting spaces equipped with necessary technology such as projectors, screens, audio/visual equipment, and internet access.
5. Compliance with accessibility standards for facilities.
6. Coordination of logistics including site visits prior to the event and management of catering services.

Period of Performance
The contract will be performed from September 16 to September 18, 2025.

Place of Performance
The services will be performed in Chesterfield County, Henrico County, and Hanover County, Virginia.

Bidder Requirements
This solicitation is designated as a set-aside procurement for Virginia Department of Small Business and Supplier Diversity (SBSD) certified small businesses, including Small, Women- and Minority-Owned (SWAM) businesses.
Bidders must be certified as SBSD or SWAM entities to be considered; otherwise, their bids may only be accepted if conditions cannot be met per the Agency Procurement and Surplus Property Manual.
