V211-25-047 Tailored Cadet Uniforms and Army AGSU Uniforms

Background
The Virginia Military Institute (VMI), founded in 1839 as the nation's first state military college, is seeking proposals for tailored cadet uniforms and Army AGSU uniforms. The mission of VMI is to provide a military framework for its 1500 cadets, who wear uniforms during their time at the Institute. This contract aims to ensure a continuous supply of high-quality uniforms that meet or exceed previous standards used at VMI.

Work Details
The contractor will provide tailored cadet uniform items and Army AGSU uniforms and accessories for faculty and staff. Specific requirements include:
- Control samples for each uniform item (male and female) must be approved by VMI before production.
- Uniforms must match existing specifications set by the U.S. Army Natick Soldier Systems Center (NSSC).
- Quality control measures must be in place, including the use of specific materials such as 100% Wool Melton for cadet uniforms.
- Packaging and shipping requirements include hanging coats in boxes with appropriate hangars and folding trousers in sequential order by size.
- Detailed specifications for male and female blouses, including measurements, materials, closures, linings, and construction techniques are provided in the solicitation document.

Period of Performance
The contract will be performed over one year following the date of award, with the possibility of annual renewal for four additional years.

Place of Performance
The services will be performed at the Virginia Military Institute located in Lexington, Virginia.

Bidder Requirements
Offerors must comply with SWaM participation goals set forth by VMI, aiming for no less than 42% spend with SWaM certified vendors. A Small Business Subcontracting Plan is required unless the Offeror is an SBSD-certified SWaM business enterprise. Proposals must be submitted electronically through the eVA Procurement Portal.
