Background
The Virginia Military Institute (VMI), founded in 1839, is the nation's first state-supported military college dedicated to instilling character traits of service in its cadets. VMI seeks to establish a contract for the provision of footwear for approximately 1700 cadets. This includes dress uniform oxfords, pumps, and combat boots. The goal is to ensure that the quality of the footwear meets or exceeds previous standards used at VMI.

Work Details
The contractor will provide the following footwear:

1. Men's Leather Uniform Oxfords (Altama Brand Model 629001) in black, sizes 3-16 including half-sizes and multiple widths. Features include a durable leather upper and Vibram rubber outsole.

2. Women's Leather Uniform Oxfords (Altama Brand Model 629011) in black, sizes 4-12 including half-sizes and multiple widths with similar features as men's oxfords.

3. Women's Dress Pumps (Capps Brand Model 900131) in black, sizes 4-13 including half-sizes and various widths.

4. Combat Boots (Belleville Brand Model C390) in coyote color, sizes 2-16 including half-sizes and various widths. These boots must meet military standards for wear with specific uniforms.

Period of Performance
The initial contract period is one year from the date of award, with four optional one-year renewals available.

Bidder Requirements
Bidders must comply with SWaM participation goals set by VMI, aiming for at least 42% spend with SWaM certified vendors. A Small Business Subcontracting Plan must be submitted unless the bidder is an SBSD-certified SWaM business enterprise.
