UOSA RFP 26-10 Digital Transformation Products and Services

Background
The Upper Occoquan Sewage Authority (UOSA) is a public body organized under the Virginia Water and Waste Authorities Act, created to manage wastewater treatment for its member jurisdictions. UOSA operates an advanced water reclamation plant and a regional system of sewer lines, pump stations, and force mains. The objective of this procurement is to obtain proposals from qualified firms to provide technical and functional consulting services annually to support UOSA's digital transformation initiatives.

Work Details
The contract will focus on two foundational initiatives:

1) Integrated Technology Governance Program Development, which aims to incorporate IT governance best practices and improve technology investment alignment with organizational goals;

2) Digital Maturity Assessment and Roadmap, which seeks to evaluate UOSA's current use of digital technologies and develop a multi-year roadmap for improvement. Specific tasks include developing governance charters, conducting assessments of current systems, engaging stakeholders for feedback, identifying gaps in technology use, defining target state visions for digital maturity, prioritizing digital initiatives based on business value and risk reduction, and creating actionable roadmaps for implementation.

Period of Performance
The initial contract period will commence upon award and continue until June 30, 2026. UOSA reserves the right to extend the contract for additional one-year periods by mutual agreement.

Place of Performance
The work will be performed at UOSA's facilities located at 14631 Compton Road, Centreville, Virginia 20121-2506.

Bidder Requirements
Offerors must demonstrate relevant experience in public sector environments and possess over three years of professional experience with the software platforms they wish to support. They must also comply with all applicable laws and regulations in Virginia. Documentation supporting qualifications must be provided with proposals.
