UOSA RFP 26-01 Environmental & Dam Regulatory Consulting Services

Background
The Upper Occoquan Sewage Authority (UOSA) is a public body organized under the Virginia Water and Waste Authorities Act, created to address water quality issues in the Occoquan Watershed.
UOSA operates an advanced water reclamation plant and a system of interceptor sewer lines, serving the Counties of Fairfax and Prince William, as well as the Cities of Manassas and Manassas Park.
This Request for Proposals (RFP) seeks qualified firms to provide environmental and dam regulatory consulting services to support UOSA's regulatory programs.

Work Details
The selected consultant will provide comprehensive consulting services including:
1. General support for dam safety and compliance programs, including operations and maintenance certification renewals.
2. Conducting inundation mapping studies and associated regulatory data submissions.
3. Performing biannual regulatory inspections with support for corrective action remediation.
4. Updating dam break emergency action plans and conducting emergency exercises.
5. Providing spill prevention control and countermeasure program updates for main sites and pump stations.
6. Supporting pretreatment programs including updates, evaluations, handling notices of violation, and development of management databases.
7. Assisting with field sampling services for regulatory projects, including methodology research, sample collection planning, ordering supplies, shipping samples, data receiving, and entry.
8. Offering consulting support related to Per- and Polyfluoroalkyl Substances (PFAS) sampling efforts.
9. Updating environmental policies and programs as needed.

Period of Performance
The initial contract term is one year with options to extend annually for up to four additional one-year periods at UOSA's discretion.

Place of Performance
The work will primarily be performed at UOSA's facilities located at 14631 Compton Road, Centreville, Virginia 20121-2506.

Bidder Requirements
Offerors must have a minimum of eight years of corporate experience in environmental and dam regulatory consulting work.
They must also demonstrate capability in providing the required services outlined in the scope of work.
