UOSA IFB 26-12 Landfill Earthwork

Background
The Upper Occoquan Service Authority (UOSA), a public body organized under the Virginia Water Authorities Act, is seeking a qualified contractor to perform earthwork services at their landfill site. UOSA was established to manage sewage treatment and protect water quality in the Occoquan Watershed. The contract aims to expose, excavate, relocate, and properly cover lime solids stored in an existing landfill area.

Work Details
The contractor will be responsible for the following tasks:

1. **Excavation and Exposure**: Remove existing soil cover (6 inches to 2 feet) to expose lime solids while preventing contamination and disturbance of surrounding areas. Use UOSA-provided surveys for staking excavation limits.

2. **Lime Solids Relocation**: Relocate approximately 34,095 cubic yards of lime material to an open cell designated by the Project Manager, ensuring proper placement and grading.

3. **Restoration of Excavated Area**: Backfill the excavated area with clean fill dirt (1 to 2 feet), seed with fescue grass, and apply straw or approved mulch for stabilization. Perform final as-built surveying to verify finished grades.

Period of Performance
The work is expected to commence no later than June 2026 and must be completed by October 2026. The contractor should aim to complete approximately one-third of the work by June 30, 2026.

Place of Performance
All work will be performed at the UOSA landfill site located at 14631 Compton Rd, Centreville, VA 20121.

Bidder Requirements
Bidders must have at least five years of experience in related services contracting, possess adequate equipment and financial resources, be licensed to operate in Virginia and Fairfax County, and conduct a safety program. The use of subcontractors requires prior written consent from UOSA.
