University of Mary Washington - Campus Wide Custodial Services RFP #UCPUMW 26-2095

Background
The University of Mary Washington (UMW) is soliciting proposals for campus-wide custodial services across its Virginia campuses located in Stafford County, Fredericksburg, and Dahlgren. The goal of this contract is to provide quality custodial services that meet the needs of the university's facilities while adhering to sustainability initiatives. UMW currently has a janitorial contract with Professional Building Maintenance (PBM) and aims to establish a new contract that may include multiple contractors for various services. The contract will be performance-based and is expected to cover an initial period of two years with options for up to eight one-year renewals.

Work Details
The contractor will provide all labor, supervision, equipment, tools, materials, and supplies necessary for custodial services including:

1) Year-round cleaning;
2) On-demand cleaning;
3) Project-based cleaning;
4) Emergency cleaning;
5) Non-routine cleaning;
6) Water containment and cleanup.

Services are required for administrative buildings, common areas, classrooms, residential buildings, athletic facilities, and other specified locations. The contractor must adhere to APPA Level II cleaning standards or Level III where specified. Specific tasks include daily cleaning of restrooms, kitchens, entryways, stairways; maintenance of floors including buffing and waxing; dusting surfaces; trash collection; recycling management; and responding to emergency cleaning requests within specified timeframes.

Period of Performance
The contract period begins on November 30, 2026, through November 29, 2027, with nine one-year renewal options available until November 29, 2036.

Place of Performance
Services will be performed at the University of Mary Washington's campuses located in Fredericksburg, Stafford County, and Dahlgren in Virginia.

Bidder Requirements
Bidders must have at least five years of janitorial experience in facilities similar in size and type to UMW. Experience in a higher education environment is preferred. Contractors must comply with all local regulations regarding safety and environmental standards. They should also demonstrate financial stability and provide proof of insurance as required by UMW.
