University Blvd. Extension Project ITB (2025028-PW-B)

Background
The City of Harrisonburg, Virginia is issuing this Invitation to Bid (ITB) to solicit sealed bids for the University Blvd. Extension Project. The project aims to enhance Forest Hill Drive from Port Republic Road to University Blvd., including the addition of a shared-use path. It also involves relocating University Blvd. between Forest Hill Drive and James Madison University’s Convocation Center, which will feature a two-lane roadway, shared-use path, sidewalks, and utility infrastructure. Furthermore, a shared-use path will be constructed between JMU's Convocation Center and Carrier Drive along University Blvd.

Work Details
The contractor will be responsible for the following:
- Enhancements to Forest Hill Drive from Port Republic Road to University Blvd.
- Construction of a shared-use path along Forest Hill Drive.
- Relocation of University Blvd. between Forest Hill Drive and JMU's Convocation Center, including:
- A two-lane roadway
- A shared-use path
- Sidewalks
- Utility infrastructure
- Construction of a shared-use path between JMU's Convocation Center and Carrier Drive along University Blvd.

Period of Performance
The contract term shall begin on the date the contract is signed. Work shall commence upon issuance of the Notice to Proceed by the City and must be completed by December 4, 2026.

Place of Performance
The work will be performed in Harrisonburg, Virginia, specifically along Forest Hill Drive and University Blvd.

Bidder Requirements
Bidders must meet several requirements:
- Must be experienced in construction relevant to this project.
- Must not be in arrears or default with the City.
- Must provide evidence of prequalification with VDOT.
- Must submit a bid security of 5% in the form of a cashier’s check or certified check.
- Must have a valid contractor’s license number.
- Bidders must not be debarred from bidding on contracts by any agency.
