Train Operations and Maintenance Services for VRE

Background
The Virginia Railway Express (VRE) is seeking proposals to establish a contract with a qualified contractor for train operations and maintenance services. This includes managing rolling stock and facilities for the VRE commuter rail passenger service. The goal of this contract is to ensure efficient and reliable train operations while maintaining high standards of service for passengers.

Work Details
The contractor will be responsible for providing comprehensive train operations and maintenance services, including but not limited to: managing rolling stock, performing routine maintenance on trains, ensuring compliance with safety regulations, conducting inspections, and addressing customer complaints. Specific tasks include:

- Conducting thorough investigations into customer complaints
- Verifying facts
- Determining root causes
- Proposing corrective actions
- Preparing formal responses to VRE
- Maintaining records of investigations
- Ensuring all complaints are formally closed by VRE.

The contractor must also provide cell phones to all managers and transportation employees for communication purposes.

Period of Performance
The contract is expected to commence on January 1, 2026, with an initial mobilization period followed by ongoing operations. It will have a base period of five years with options for renewal based on performance and funding availability.

Place of Performance
The services will be performed primarily at VRE's facilities located in Virginia, including the Broad Run and Crossroads Maintenance and Storage Facilities.

Bidder Requirements
Bidders must demonstrate experience in train operations and maintenance services. They must comply with specific insurance requirements including a performance bond equal to 100% of the first year of the contract value. Additionally, bidders are encouraged to engage Disadvantaged Business Enterprises (DBEs) as part of their proposals.
