Term Contract for Grounds Maintenance of King and Queen Hatchery (2nd reissue)

Background
The Commonwealth of Virginia, through the Department of Wildlife Resources, is seeking to establish a term contract for grounds maintenance specifically for the King and Queen Hatchery. This facility, established in 1939, is a warm water fish hatching facility that has previously had its grounds maintained by contractors. The goal of this contract is to ensure regular mowing and maintenance of the hatchery grounds without including any dam areas.

Work Details
The contractor will provide mowing and grounds maintenance services starting in April 2026 through October 2026, with services occurring every two weeks. The specific areas to be mowed include all hatchery grounds around structures, ponds, and equipment. The contractor must use commercial-grade lawn tractors, push mowers, and footpad mowers.

The first mowing visit must occur by the week of April 6, 2026. Mowing specifications include cutting grass to within 3 inches of the ground and managing woody growth according to specified guidelines. Herbicide application is optional but must comply with VDACS regulations. The contractor must contact the hatchery manager prior to each service visit.

Period of Performance
The initial term of the contract will be from April 1, 2026, through March 31, 2027, with four one-year renewal options available thereafter.

Bidder Requirements
Bidders must possess a Virginia Contractor License and a VDACS herbicide license if applicable. Experience in grounds maintenance for sites of five acres or larger is required. Bidders must also be DSBSD-certified small businesses or micro businesses to qualify for set-aside awards.
