Tazewell County Landfill Projects - Request for Qualifications (Professional Services)

Background
The Tazewell County Board of Supervisors, on behalf of Tazewell County, Virginia, is soliciting qualifications for professional engineering services from qualified firms and consultants with relevant experience for projects at the Tazewell County Landfill.

The landfill is located at 2475 Lynn Hollow Road, North Tazewell, VA 24630. The goal of the contract is to secure engineering services necessary for the construction and oversight of landfill projects.

Work Details
The Board is seeking qualifications for the following engineering services:

(A) Site Engineering for a new Leachate Tank, which includes the purchase and installation of a primary tank (70 ft. x 25 ft. GFTT open-top tank) and a secondary tank (84 ft. x 19 ft. SSTT open-top tank). This also involves a single slab foundation with footer ring walls beneath both tanks; site assessment and preliminary design; final design and engineering plans; permitting and regulatory compliance; construction planning and oversight including cost estimates and contractor selection; and documentation deliverables such as final project documentation and as-built drawings.

(B) Evaluation and Completion of Cell 5(A)(2), which involves plan review, site visits to assess material needs, construction planning, securing necessary permits from DEQ, and submitting close-out documentation for DEQ approval.

(C) Engineering Services for the Construction of Cell 5(B), including comprehensive plan reviews, cost estimates, bid document preparation, contractor selection assistance, quality control during construction, obtaining necessary permits from DEQ, and submitting final documentation to DEQ for waste placement approval.

Period of Performance
The contract work is expected to be performed following the submission deadline of May 28, 2025. Specific timelines will be proposed by bidders in their qualifications.

The contract will be performed at the Tazewell County Landfill located at 2475 Lynn Hollow Road, North Tazewell, VA 24630.

Bidder Requirements
Firms must demonstrate relevant experience in similar projects in Virginia or surrounding areas. Qualifications must include a company overview summarizing experience related to the scope of work; identification of personnel assigned to Projects A, B, and C with their roles and qualifications; methodology for project execution; proposed schedules with key milestones for each project; examples of completed projects applicable to the listed scope of work; and local experience emphasizing familiarity with local regulations.
