Suffolk Headwall and Pier Repair(s)

Background
The Virginia Department of Motor Vehicles (DMV) is seeking to establish a contract with a qualified Contractor to provide reconfiguration to the headwall, piers, and sidewalls of the scale pit located on the Westbound Side at the Suffolk Motor Carrier Service Center. The purpose of this reconfiguration is to provide centering of the westernmost scale decks over the weigh bars currently installed. The current weigh bars are mounted with a 2” shim to accommodate mounts that are not in the correct position, resulting in binding of scale pad one over scale pad two. The positioning of these weigh bar mounts is determined by the positioning of the mounting plates to the headwalls and piers, which must be modified from their current configuration to allow proper scale centering and function.

Work Details
The Contractor shall provide all necessary labor, supervision, equipment, tools, materials, supplies, transportation, permits, approvals, incidentals, bonds and certifications necessary to remove at least two scale decks, reconfigure and repair the headwall, piers and sidewalls of the westernmost end of the scale pit on the Westbound side. This includes returning the scale to a neutral position, centering the scale deck pins directly over the center of the weigh bars, repositioning weigh bar mounts so that no shims or offset fasteners are used and gaps at the headwall end of the scale decks are returned to a normal in-service amount of no more than 1”. The Contractor shall perform all work in accordance with OSHA requirements and all Virginia Department of Transportation Road and Bridge Specifications.
Additionally, they will be responsible for removal and reinstallation of Weighbridge/Scale deck involving crane operations (2) times within the scope of this project.
