Background
The City of Newport News is seeking proposals from qualified firms to provide strategic planning and consultation services. This initiative aims to support the City's strategic goals, operational excellence, financial stewardship, urban revitalization efforts, and strategic communications.

Work Details
The contract encompasses a range of consultancy services across multiple categories, including:

1. Strategic Planning, Project and Program Management Services: Conduct assessments, develop plans, manage resources and timelines, assist with stakeholder engagement and crisis management.

2. Market Research Services: Conduct market studies, assess economic health, evaluate market demand and competition.

3. Financial Strategy & Investment Management Services: Analyze investment portfolios and develop strategies aligned with City goals.

4. Urban Development and Economic Strategy Services: Assess real estate portfolios, recommend development strategies, conduct feasibility studies.

5. Communications Assistance: Provide crisis communications, branding services, and community engagement plans.

Period of Performance
The initial contract period will be for one year from the date of award with options to renew for four additional one-year periods.

Place of Performance
Services will be performed within the City of Newport News, Virginia.

Bidder Requirements
Firms must have the capability to fully perform the services specified in the Scope of Work and demonstrate experience in local government consulting. The City encourages participation from small businesses and those owned by women and minorities.
