Statewide C-PACE Program Administrator

Background
The Virginia Department of Energy (Virginia Energy) is seeking information from organizations experienced in administering Commercial Property Assessed Clean Energy (C-PACE) programs. This RFI is for market research and planning purposes only and does not constitute a solicitation or obligation to contract. Virginia Energy may issue a Request for Proposals (RFP) for a qualified entity to serve as the statewide C-PACE Program Administrator. Responses will inform future planning and program design.

Work Details
The anticipated scope of services for the C-PACE Program Administrator includes:

1. **Program Design and Locality Opt-In:** Update program guidelines, develop templates, coordinate with localities, establish a program website, and create marketing materials.

2. **Project Review and Underwriting:** Review applications, conduct technical reviews, confirm property eligibility, and facilitate transaction closings.

3. **Capital Provider Engagement:** Recruit private capital providers and maintain a registry.

4. **Assessment Administration:** Coordinate with locality treasurers for assessment records, provide billing support, and manage delinquency tracking.

5. **Compliance, Reporting, and Program Management:** Monitor compliance with laws, collect project data, prepare performance reports, manage inquiries, and recommend enhancements.

Period of Performance
The current contract period with the Virginia PACE Authority concludes in November 2026. The new contract period will be defined in the forthcoming RFP.

Place of Performance
The services will be performed across various localities within the Commonwealth of Virginia as part of the statewide C-PACE program.

Bidder Requirements
Respondents should have experience administering C-PACE or similar financing programs. They may need to demonstrate their organizational qualifications and strategies for engaging local governments.
