Specialized Fleet Vehicles for Municipal Operations, OEM Parts, & Out-of-Warranty Service Work

Background
This Request for Proposals (RFP) is issued by the City of Fairfax, Virginia, in collaboration with the Procurement Professionals Alliance RFxPremier cooperative purchasing program.

The purpose of this RFP is to establish one or more Master Agreements for Public Works Specialty Vehicles, OEM Parts, and Out-of-Warranty Service Work. The goal is to provide competitive pricing and services through retail distribution networks to all Participating States and Political Subdivisions, ensuring nationwide coverage while allowing Offerors to specify their coverage areas.

Work Details
The scope includes providing Specialized Fleet Vehicles for Municipal Operations, OEM Parts, and Out-of-Warranty Vehicle Service Work. Offerors can respond with one or more categories:
1) Specialized Fleet Vehicles including refuse trucks, brush trucks, sweepers, flusher/vacuum flush trucks, bucket trucks, dump trucks, leaf collectors, utility trucks, CCTV trucks;
2) OEM Parts from various manufacturers such as Allison Transmission, Cummins, Ford, Freightliner;
3) Out-of-Warranty Vehicle Service Work requiring ASE certified technicians.

All vehicles must be new and conform to DOT requirements. The Offeror must provide training for vehicle operation and maintenance and supply necessary manuals. A warranty covering the vehicle's body and workmanship is required.

Period of Performance
The contract term is anticipated to be four (4) years.

Place of Performance
The services will be performed at the Offeror's service center or the Purchasing Entity's location as specified in individual orders.

Bidder Requirements
Offerors must have been in business for a minimum of five (5) years in relevant categories and provide at least three reference letters from government entities. They are required to maintain insurance coverage including Commercial General Liability with specified limits. Additionally, Offerors may need to negotiate additional terms in Participating Addendums.
