Solid Waste Management Consulting and Water Quality Monitoring Services GS-25-09

Background
The County of Louisa, Virginia, is seeking qualified engineering or environmental firms to submit proposals for solid waste management consulting and water quality monitoring services. The goal of this contract is to support landfill operations and ensure compliance with applicable local, state, and federal regulations. The County holds the permit and is responsible for all operations related to the Louisa County Sanitary Landfill.

Work Details
The scope of work includes:
- Responding to recurring requirements for technical review of data from environmental monitoring systems.
- Providing landfill engineering consulting, permitting, and environmental engineering services.
- Preparing summary regulatory compliance reports and recommendations for action.
- Managing permit amendments as required.
- Preparing design and construction bid documents and providing construction oversight for multiple projects.

Services are categorized into three areas: Annual Operating Consulting Services, Environmental Monitoring Services, and Capital Construction Services. Specific tasks include:

1. Annual Operating Consulting Services:
- General engineering consulting on an as-requested basis.
- Operational consultation including site visits, planning waste lifts, fill sequencing, and safety enhancements.
- Support in maintaining the County’s VPDES Permit.
- Compaction evaluations based on tonnage records.
- Annual updates of financial assurance requirements for closure and post-closure activities.

2. Environmental Monitoring Services:
- General environmental consulting specific to permits #194 and #567.
- Groundwater sampling and analyses from compliance monitoring wells.
- Corrective Action Program (CAP) monitoring for constituent exceedances.
- Landfill gas monitoring at boundary probes.
- Leachate sampling and monitoring for disposal/treatment compliance.

3. Capital Construction Services:
- Major/minor permit amendments, landfill development requirements, disposal cell design, remediation consulting, construction document preparation, project certification reporting.

Period of Performance
The contract period is from August 2, 2025 through August 1, 2026 with two successive one-year renewal options upon mutual agreement.

Place of Performance
Work will be performed at the Louisa County Sanitary Landfill located at 807 Moorefield Road, Mineral, Virginia 23117.

Bidder Requirements
Offerors must demonstrate that they have the necessary resources and capabilities to provide the required services. Key qualifications include:
- A Senior Project Consultant with at least 10 years of experience in solid waste engineering specific to Virginia regulations.
- Offerors must be located within two hours travel time from the facility and provide a 24-hour response time when requested by the County.
- Familiarity with local, state, and federal regulations affecting landfill operations is essential.
