Solar Facility Lease Opportunity

Background
Middlesex County, Virginia is seeking proposals from solar energy developers to lease land owned by the County for the installation, ownership, operation, and maintenance of a solar photovoltaic energy system. The properties available for lease include the Middlesex County Landfill and the Thacker Property, both of which are owned by the County. The goal of this contract is to facilitate the development of solar energy infrastructure in alignment with the County's sustainability objectives.

Work Details
The selected Offeror will be responsible for:

1. Developing a complete Solar Facility system as designed and negotiated with the County, including connections to the grid and required distribution system upgrades.

2. Conducting all necessary evaluations, permitting, and assessments during the project development phase.

3. Providing detailed bi-weekly meetings and monthly reports on progress to the County.

4. Ensuring compliance with all applicable laws, statutes, and ordinances throughout the project lifecycle.

5. Restoring areas disturbed during construction to pre-project conditions.

6. Addressing environmental safety during post-closure monitoring of the landfill site, including groundwater monitoring trends and gas management as per Uniform Environmental Covenants Act (UECA) requirements.

Period of Performance
The contract will include an initial 2-year option period for feasibility assessments followed by project development phases that will be defined in coordination with Middlesex County during negotiations.

Place of Performance
The work will be performed on two properties located in Middlesex County, Virginia: the Middlesex County Landfill (Tax Map Parcel 35-10) and the Thacker Property (Tax Map Parcel 27-84).

Bidder Requirements
Offerors must demonstrate relevant experience in similar projects and provide evidence of contractor or professional licenses issued by Virginia or applicable regulatory agencies. The selected Offeror will also need to negotiate a lease agreement with Middlesex County that includes specific insurance coverage provisions based on project scope and site-specific risks.
