Smith Mountain Lake Boat Rental Concession

Background
The Department of Conservation and Recreation (DCR) of the Commonwealth of Virginia is responsible for conserving the state's land and water resources across 43 state parks.

The purpose of this Unsealed Request for Proposal (URFP) is to establish a contract through competitive negotiations with a qualified third party for the operation of a boat rental concession at Smith Mountain Lake State Park. This initiative aims to enhance recreational opportunities while ensuring excellent customer service and operational efficiency.

Work Details
The successful offeror will operate a boat rental concession, providing various types of watercraft including:
- 4 Pontoon Boats (capacity: 1250 lbs. or more, total weight capacity: 1650 lbs. or more, max persons: 7 or more)
- 2 Runabout/Ski Boats (minimum capacity: 4 persons, minimum length: 18')
- 2 Canoes (minimum capacity: 2 persons, minimum length: 15')
- 5 Kayaks (1- or 2-person capacity, must be 'sit on top' type)
- 1 Paddle Board (adult size including paddle and PFD)

All boats must be cleaned and serviced daily. U.S. Coast Guard approved flotation devices must be issued with each rental. The contractor is responsible for instructing customers on safe use and providing rental agreements that outline terms and conditions.

Additionally, the contractor must ensure that boats with sanitation facilities are sealed against discharge into the lake and provide waste disposal services if necessary. The contractor will maintain harmonious relationships with park employees and guests, resolve complaints promptly, and display signage as required by the agency.

Period of Performance
The contract will be for one year with four optional one-year renewals, starting from the date of award.
