Small Business Set-Aside Award Priority: Deer Cultural Carrying Capacity survey

Background
The Virginia Department of Wildlife Resources (VDWR) is seeking to revise its 10-year Deer Management Plan and evaluate residents' attitudes towards deer and deer management in the state. This initiative follows a previous Cultural Carrying Capacity (CCC) study conducted in 2014, which helped establish deer management objectives across Virginia. The goal of the current survey is to assess whether adjustments to these objectives are necessary and to determine if the CCC model remains valid. The budget allocated for this project is $55,000.

Work Details
The contractor will conduct a public opinion survey consisting of approximately 30 questions (both single and multiple response). VDWR will provide the survey questions, while the contractor is responsible for developing the survey instrument, pretesting it, and consulting with VDWR for finalization. The contractor must select respondents from specific counties: Amelia, Bath, Bland, Hanover, Henry, Prince William, Richmond, Roanoke, Sussex, and Washington. A minimum of 100 surveys must be completed per county for a total of at least 1,000 surveys. Each completed survey must include responses to critical questions designated by VDWR. The contractor will deliver all results within six weeks of the award date in an electronic format (.xlsx or .csv), along with a data codebook detailing the structure and content of the responses.
