Sherando Park Soccer Field Installation

Background
The County of Frederick, Virginia is issuing this Invitation for Bid (IFB) to solicit sealed bids for the installation of a soccer field at Sherando Park. The project aims to enhance recreational facilities in the area, serving a population of approximately 100,000 residents. Frederick County Parks and Recreation manages various facilities, including developed park land and sports complexes.

Work Details
The contractor will be responsible for the following tasks:
- Install one soccer field according to plans dated 3/4/25 labeled 'Sherando Park Softball Complex'.
- Perform grading, install an irrigation system, and seed the field.
- The irrigation system will consist of 8 zones with 28 Hunter I-40 gear drive heads with stainless steel risers mounted on swing joints or equivalent.
- Connection to water will be made at the existing main line servicing current soccer fields.
- Control valves must be Hunter 1-1/2” PGV models or equivalent with a PVC ball valve upstream of each valve.
- Main line piping (2”) must be installed at a minimum depth of 18”, and lateral lines (1-1/2”) at 12”.
- Replace the existing controller with a new Rain Bird ESP-LXME modular controller mounted on a concrete pad, equipped with a Rain Bird IQ 4G communication cartridge for remote operation.
- Approximately 583 cubic yards of clean fill (including topsoil) will be required, with topsoil placed to a compacted depth of 8” before sod placement.
- Sod mix should include turf-type fescue, rye grass, and bluegrass in large rolls (minimum 4’ wide). An optional sod mix alternate includes vegetatively propagated Bermudagrass varieties such as Latitude 36, Northbridge, or Patriot.
- The contractor is responsible for obtaining all necessary permits and ensuring site cleanup after project completion.

Period of Performance
Work shall commence within 30 calendar days after receipt of a purchase order or contract and must be completed within 100 calendar days.

Place of Performance
The work will take place at Sherando Park located at 255 Lakeview Circle, Stephens City, VA.

Bidder Requirements
Bidders must provide three references for similar projects completed recently. They must demonstrate adequate facilities, manpower, and financial capacity to perform the contract requirements. A Virginia Class A Contractor’s license is required. Bidders must also provide documentation regarding any complaints or disciplinary actions filed against them in the past three years.
