Suffolk Public Schools is requesting proposals to provide SIP Trunk and Transport
Background
The Suffolk City School Board is seeking proposals for the provision of Session Initiated Protocol (SIP) Trunk and Transport services to enhance voice and data convergence within Suffolk Public Schools. The district serves approximately 14,500 students across eleven elementary schools, five middle schools, three high schools, and two education centers. The goal is to implement a reliable SIP trunking solution that meets specific operational requirements by July 1, 2025.

Work Details
The contractor will provide a SIP trunking solution with the following specifications:

1. **Protocol & Codec**: Support for G.711 codec for voice transmission ensuring high-quality audio with minimal packet loss, jitter, and latency.

2. **Concurrent Call Capacity**: Minimum support for 115 concurrent calls with scalability for future expansion.

3. **Trunk Termination**: Termination at 2325 E Washington St., utilizing Ethernet handoff compatible with existing infrastructure and Cisco CUBE SBC.

4. **Network & Connectivity**: Seamless interoperability with Cisco Unified Communications Manager (CUCM), including a dedicated circuit engineered for voice Quality of Service (QoS).

5. **Call Routing & Services**: Access to 911 emergency services, local and long-distance calling within the U.S., ability to scale Direct Inward Dial (DID) numbers, support for Local Number Portability (LNP), proper Caller ID presentation, and CNAM lookup.

6. **Traffic Monitoring & Reporting**: A web-based portal providing historical usage reports, real-time traffic analysis, and trunk utilization planning.

7. **Security & Compliance**: Support for TLS/SRTP encryption and compliance with FCC regulations.

8. **Service Level Agreement (SLA)**: Guarantee of 99.99% uptime or higher with clear escalation processes for service outages.

9. **Support & Maintenance**: 24/7 technical support from experienced engineers in Cisco UC environments.

Period of Performance
The contract period will commence on July 1, 2025, and will initially last until June 30, 2026, with options for four additional one-year extensions.

Place of Performance
The services will be performed at Suffolk Public Schools' facilities located at 100 N. Main Street, Suffolk, VA 23434.

Bidder Requirements
Bidders must provide certification that neither they nor their employees have been convicted of felonies or offenses involving child abuse or moral turpitude prior to contract award. Additionally, bidders must maintain a drug-free workplace and comply with all applicable federal immigration laws.
