Seeking proposals for Website Redesign and Development Services

Background
The Town of Richlands, Virginia, is soliciting proposals for the complete redesign, development, and implementation of its official website. This initiative aims to enhance the Town's online presence and improve accessibility for users, including a dedicated section for the Richlands Police Department and Public Safety operations.

The procurement follows the Virginia Public Procurement Act and will utilize the Competitive Negotiation method as outlined in the Code of Virginia.

Work Details
The selected firm will provide comprehensive services including:

A. Website Redesign: A modern, mobile-responsive design that complies with ADA and WCAG 2.1 standards; intuitive navigation and search functionality; enhanced accessibility features; integration with social media and public notification systems.

B. Functional Requirements: Online forms and payment integration; hosting of agendas and minutes; document management system; emergency alerts capability; calendar integration; staff directory; secure hosting environment; cybersecurity protections compliant with DCJS mandates for the Police section.

C. Police & Public Safety Standalone Section: An independent navigation interface; recruitment portal capability; crime prevention resources; online reporting functionality; public safety announcements; secure backend access for department administrators.

D. Training & Maintenance: Staff training in content management, ongoing technical support options, warranty, and post-launch support period.

Period of Performance
The anticipated contract term includes a development phase of 6 months followed by an optional maintenance agreement lasting between 1 to 3 years.

Place of Performance
The services will be performed in Richlands, Virginia.

Bidder Requirements
Offerors must demonstrate experience in developing municipal government websites, familiarity with public safety or law enforcement digital platforms, knowledge of Virginia FOIA and public records requirements, and cybersecurity expertise. Proposals must include an executive summary, technical approach, project timeline, cost proposal (if required separately), firm qualifications, references from at least three public-sector clients, proof of insurance, and completed State Corporation Commission registration documentation.
