Sandston Westbound Scale Refresh and Stephens City Northbound Headwall Repair

Background
The Commonwealth of Virginia, through the Department of Motor Vehicles (DMV), is issuing this Invitation for Bids (IFB) to solicit proposals for the Sandston Westbound Scale Refresh and Stephens City Northbound Headwall Repair projects.

The DMV is responsible for ensuring the safety and efficiency of motor carrier services in Virginia. This contract aims to maintain and enhance the operational integrity of weigh stations.

Work Details
The contractor will provide all materials, labor, supervision, and equipment necessary to perform the following services:

1. **Sandston Westbound Scale Refresh:**
- Remove scale decks from the westbound pit, sandblast them to bare steel, repaint with protective coatings, and reinstall using new hot dipped galvanized hardware.
- Replace all mounting hardware including pins and hanging plates.
- Ensure no binding occurs post-repair and be present for certification testing.

2. **Headwall Repair for Stephens City MCSC:**
- Remove damaged materials from headwalls and sidewalls of scale pits, including a minimum depth of 18 inches from the headwall extending 36 inches back.
- Replace coping with pre-painted steel matching existing materials, ensuring no open seams upon completion.
- Use concrete with a strength of 3500 psi for all repairs and conduct necessary testing on concrete samples.

Period of Performance
The contract period will commence from the date of award until completion of project acceptance by DMV.

Place of Performance
Work will be performed at two locations:
- Sandston Motor Carrier Service Center (MCSC), located at I-64 mile marker 203 W, Sandston, VA 23150;
- Stephens City MCSC at 296 Kline Mill Ln, Middleton, VA 22645.
