Description

The Pittsylvania County Purchasing Department, on behalf of the Pittsylvania County Board of Supervisors, hereby issues to qualified firms, licensed in the State of Virginia, a Request for Proposal (hereinafter referred to as RFP ), for a Salary Study.
Background
The Pittsylvania County Purchasing Department, on behalf of the Pittsylvania County Board of Supervisors, is issuing a Request for Proposal (RFP) for a Salary Study. The purpose of this study is to evaluate employee compensation to ensure it is fair, competitive, and aligned with industry standards.

This initiative aims to help the County attract and retain qualified employees while maintaining internal equity and compliance with labor laws. The study will also assist in developing strategies for future compensation adjustments.

Work Details
The successful offeror will conduct a comprehensive salary study that includes the following tasks:
1) Schedule an initial meeting with the County to discuss the process and tasks;
2) Provide weekly progress reports;
3) Recommend and identify a market position for Pittsylvania County;
4) Develop a labor market salary survey for the Tri-Cities area including Greensboro, Lynchburg, and Roanoke;
5) Conduct a market salary survey comparison for benchmark positions by minimum, midpoint, and maximum;
6) Prepare cost analysis for employees in positions falling below proposed minimum salaries;
7) Recommend appropriate salary ranges based on classification plans and survey results;
8) Suggest implementation strategies including phased approaches over three years;
9) Provide system documentation as approved by relevant directors;
10) Conduct analysis of pay policies and develop recommendations for ongoing administration of the compensation plan;
11) Conduct a compression analysis if required.

The deliverables include a written report of recommendations and instructional information for County staff.

Period of Performance
The contract will commence upon award and is expected to be completed by October 16, 2025.

Place of Performance
The services will be performed in Pittsylvania County, Virginia.

Bidder Requirements
Bidders must be qualified firms licensed in the State of Virginia. Proposals must include evidence of qualifications, experience with public sector compensation studies, and compliance with all applicable laws.

Additionally, bidders must provide their State Corporation Commission identification number as required by Virginia law.
