Sailing Facility Rental (242-25-00085-AS)

Background
The Commonwealth of Virginia is issuing this Unsealed Request for Proposal (URFP) to establish a term contract for Sailing Facility Rental services for the Athletics Department of Christopher Newport University (CNU).
CNU, founded in 1960, is a comprehensive public university that emphasizes leadership and civic engagement. It has a successful NCAA Division III athletics program with 24 varsity sports. The goal of this contract is to support the sailing teams with their practice and access needs.

Work Details
The contractor will provide the following services and facilities:
1. Supply all labor, materials, supervision, supplies, equipment, insurance, and licenses required to perform the services.
2. Dock space for eighteen (18) 420 class boats.
3. Dock space and/or water mooring space for four (4) chase boats.
4. Dock space and/or land storage space for three (3) Laser class sailboats.
5. Ability to launch fleet with immediate access to practice and competition sailing.
6. Location must be within a 20-mile drive from the CNU campus.
7. Sail storage space for eighteen (18) sets of sails and rudders.
8. Water hookup on docking area for washing sails and boats.
9. Storage space for twelve (12) buoy marks.
10. Indoor classroom space with internet access, whiteboards, and/or A/V equipment for instruction.
11. Access to locker room and toilet facilities.
12. Space for two (2) storage sheds owned by CNU (dimensions: one 10ft x 8ft and one 8ft x 12ft).
13. Availability to host two regattas in fall and two in spring each year with parking space and race facilities for up to seventeen collegiate teams.

Period of Performance
The initial period of the contract will commence from the date of execution through September 5, 2026, with four additional one-year renewal options available.

Place of Performance
Services will be performed at Christopher Newport University located at 1 Avenue of the Arts, Newport News, VA 23606-3072.

Bidder Requirements
Bidders must comply with all applicable laws and regulations including those related to insurance coverage as follows: Workers’ Compensation as per statutory requirements; Employer’s Liability of $100,000; Commercial General Liability of $1 million per occurrence; Automobile Liability of $1 million combined single limit if applicable; background checks on all contracted employees; compliance with eVA vendor registration; adherence to non-discrimination policies.
