Background
The Richmond Redevelopment and Housing Authority (RRHA) is responsible for ensuring compliance with government laws and codes regarding gas supply lines, specifically CFR 49 Part 192, AMPP SP0169-2013, and ASME Standard B31.8.
The goal of this contract is to conduct periodic surveys of gas supply lines for leak detection and cathodic protection in various housing communities administered by RRHA.
Work Details
The contractor will provide all necessary equipment and personnel to conduct cathodic protection inspections and leak detection services according to industry standards and applicable government regulations.
Inspections will cover underground piping systems from the City of Richmond Public Utilities Department installed master meter to individual buildings in the following communities: Gilpin Court (100 buildings with two master meters) and Mosby Court (14 buildings in Mosby North and 52 buildings with 168 gas services in Mosby Central).
At the completion of the services, the contractor must provide original inspection reports along with cost estimates for any recommended repairs. Additional requirements include proper disposal of materials removed during inspections, daily removal of debris from the site, submission of payment requests on approved forms, and obtaining necessary permits for the work.
Period of Performance
The contract period is five (5) years from the date of award, with services provided once annually.
Place of Performance
The services will be performed at various housing communities administered by RRHA located in Richmond, Virginia.
Bidder Requirements
Bids must be submitted electronically through eVA. Contractors are required to maintain specific insurance coverage including Workers’ Compensation, Commercial General Liability ($1 million per occurrence), and professional liability insurance ($1 million minimum).
