RRHA-IFB-2026-24 Litter Removal

Background
The Richmond Redevelopment and Housing Authority (RRHA) is issuing this Invitation for Bid (IFB) for Litter Removal Services to maintain cleanliness and hygiene across various developments.
The goal of this contract is to ensure that litter is effectively removed from designated areas, contributing to the overall mission of RRHA in providing quality housing and community services.

Work Details
The contractor shall provide all labor, materials, insurance, bonds, transportation, etc., necessary for litter removal services.
Specific requirements include:
1. Screening and employing qualified personnel who are skilled in their duties and acceptable to RRHA.
2. Following security precautions as requested by RRHA.
3. Ensuring that employees do not appear under the influence of drugs or alcohol while on duty.
4. Complying with federal, state, and local regulations regarding safety and performance standards.
The scope of work includes regular litter removal from designated areas within RRHA properties as outlined in Attachment A.

Period of Performance
The initial term of the contract shall be one (1) year from the date of award, with four (4) one-year renewal options available.

Place of Performance
Various developments managed by the Richmond Redevelopment and Housing Authority in Richmond, Virginia.

Bidder Requirements
Bidders must comply with specific licensing requirements as per Virginia law depending on the contract value.
They must also demonstrate experience and financial capability to perform the contract.
Additionally, bidders are encouraged to include participation from small businesses, minority-owned businesses (MBE), women-owned businesses (WBE), and Section 3 businesses in their proposals.
