RRHA-2025-03 Project Management for Capital Improvement

Background
The Richmond Redevelopment and Housing Authority (RRHA) was established in October 1940 as a political subdivision of the Commonwealth of Virginia. RRHA is responsible for operating affordable housing programs, redevelopment, and conservation programs aligned with the City’s Master Plan. The agency aims to deliver services to citizens in low-income housing and revitalization areas while encouraging social and economic opportunities.

This Request for Proposals (RFP) seeks qualified firms to provide Project Management Services for Capital Improvement.

Work Details
The contractor shall furnish all labor, travel, and incidentals necessary to provide Project Management for Capital Improvement. The services required include consulting, legal, marketing, and other related project management tasks as detailed in Attachment A of the RFP. The contractor will be expected to manage projects effectively, ensuring compliance with RRHA's standards and objectives.

Period of Performance
The initial term of the contract shall be one (1) year from the date of award, with four (4) one-year renewals available.

Place of Performance
The contract will be performed at various locations as determined by the Richmond Redevelopment and Housing Authority within the City of Richmond, Virginia.

Bidder Requirements
Offerors must demonstrate experience in providing Project Management services for Public Housing Authorities. They must submit a plan for involving small businesses, women-owned businesses, minority-owned businesses, and Section III businesses. Additionally, contractors must maintain specific insurance coverage including Workers’ Compensation and Commercial General Liability with RRHA named as an additional insured.
