Root Cause Analysis - Transportation

Background
The School Board of Stafford County, doing business as Stafford County Public Schools, is located in Stafford, Virginia. The county is rapidly urbanizing and ranks among the fastest-growing counties in Virginia and the nation. With a population of approximately 163,380, Stafford County Public Schools serves around 31,220 students across multiple educational facilities including 17 elementary schools, 8 middle schools, and 5 high schools.

The purpose of this Request for Quote (RFQ) is to solicit quotes from potential bidders to establish a contract for consulting services related to pupil transportation issues experienced at the start of the 2024/2025 school year.

Work Details
The selected consultant will perform a root cause analysis to identify the reasons behind transportation issues that left approximately 3,000 students without bus rides at the beginning of the school year. The consultant will also prepare an after-action report that includes recommendations for business process improvements and preventative measures to avoid future issues.

Additionally, there may be opportunities for the consultant to assist with efficiency improvements related to transportation services. Bidders are required to submit a detailed approach to the engagement, qualifications of proposed consultants, a comprehensive price proposal including pricing structures for additional work, and a proposed engagement schedule.

Period of Performance
The contract period will commence upon award and is expected to align with the timeline necessary for addressing the identified transportation issues and implementing recommendations.

Services will primarily be performed within Stafford County Public Schools' jurisdiction in Stafford, Virginia.
