Roanoke Valley Resource Authority Is Seeking Bids For Delivery Of Stone

Background
The Roanoke Valley Resource Authority (AUTHORITY) is seeking reliable suppliers to provide and deliver stone that meets the Virginia Department of Transportation (VDOT) Road and Bridge Specifications, latest edition.
The goal of this contract is to ensure an uninterruptible supply of stone to the Authority’s facilities on an as-needed, on-call basis for a period of one year, starting from July 1, 2025.

Work Details
The successful bidders shall provide stone and delivery services to the following locations:
- Tinker Creek Transfer Station (1020 Hollins Road NE, Roanoke, VA 24012)
- Salem Transfer Station (1271 Indiana Street, Salem, VA 24153)
- Smith Gap Regional Landfill (8484 Bradshaw Road, Salem, VA 24153)
- Closed Rutrough Road Landfill.

The estimated annual needs for each facility are as follows:
- Tinker Creek Transfer Station: 20–40 tons
- Salem Transfer Station: 20 tons
- Smith Gap Regional Landfill: 1,000–1,700 tons
- Rutrough Road Landfill: 60–100 tons.

Common stone types required include 21B, 57, EC-1, and Non-Calcareous #57. Deliveries must be made Monday through Friday during specified access hours. Delivery tickets must be provided for each delivery specifying itemized prices per ton and stone type.

Period of Performance
The contract will commence on July 1, 2025, and continue until June 30, 2026. There is an option for the Authority to extend the contract for up to four additional one-year periods.

Place of Performance
Deliveries will be made to the following locations in Virginia: Tinker Creek Transfer Station in Roanoke, Salem Transfer Station in Salem, Smith Gap Regional Landfill in Salem, and Rutrough Road Landfill.

Bidder Requirements
Bidders must have the capability to meet all contractual requirements. They are required to submit references from at least three current customers not more than one year old. Bidders must also provide quarry grading charts and density specifications for each type of stone listed in their bid form. Additionally, bidders must maintain specific insurance coverages including Workers’ Compensation Insurance and General Liability Insurance.
