RFQ- Request for Qualifications-Gloucester Volunteer Fire Rescue Squad

Background
The Gloucester Volunteer Fire Rescue Squad (GVFRS) is seeking to pre-qualify general contractors for the construction of a new fire station. This procurement is part of a Two Step Invitation for Bid (IFB) process aimed at short-listing qualified firms with significant experience in constructing fire stations and similar municipal/public projects.

The project will be evaluated by an evaluation committee from Gloucester County and GVFRS, which will grade responses on a 100% scoring system.

Work Details
The contract involves the total site development and construction of a new 28,000 square foot (6) bay Fire Station with a detached Education Building located on a 5.7-acre parcel at 6677 Main Street, Gloucester, VA.

The contractor will be responsible for obtaining all necessary permits and approvals, as well as providing all site-work, labor, and materials required for the construction of the GVFRS Fire Station 1 project. The project includes LEED-compliant elements but does not require LEED certification.

Period of Performance
The anticipated Notice to Proceed will be issued in spring 2026, with specific project milestones and duration to be detailed by the awarded contractor.

Place of Performance
The construction will take place at 6677 Main Street, Gloucester, VA.

Bidder Requirements
General contractors must demonstrate significant experience in fire station construction or similar municipal/public projects. They must submit qualifications proposals that include detailed descriptions of their team’s experience, project management capabilities, and understanding of the scope of work.

Contractors must also provide evidence of their ability to meet bonding requirements and maintain compliance with local licensing laws.
