RFQ 7698-R7-2019/KJO Prequalification for the Renovate Norfolk Owner Occupied Single Family, Multi Family Homes Rehabilitation and Rental Rehab Program

Background
The City of Norfolk is issuing this Request for Qualifications (RFQ) 7698-R7-2019/KJO to prequalify general contractors for the Renovate Norfolk Owner Occupied Single Family, Multi Family Homes Rehabilitation and Rental Rehab Program. This initiative aims to assist income-eligible homeowners through two grant programs funded by the U.S. Department of Housing and Urban Development (HUD).

The Renovate Norfolk program focuses on interior and exterior rehabilitation of residential properties, while the Strengthening Neighborhoods program targets exterior improvements in specific neighborhoods. The goal is to enhance living conditions for eligible homeowners and improve community standards.

Work Details
Contractors will provide comprehensive rehabilitation services for both single-family and multi-family homes, which may include:
1. Coordination with property owners; utility disconnection and deactivation;
2. Obtaining necessary state and local permits;
3. Demolition of damaged materials; foundation repair; structural damage repair;
4. Building envelope repairs including roof replacement, door/window replacements, siding repairs;
5. Mechanical (HVAC), electrical, plumbing systems repair or replacement;
6. Drywall repair/replacement, carpentry work;
7. Surface preparation and painting; flooring repairs/replacement;
8. Cabinet and appliance replacements; lead-based paint mitigation;
9. Specialty construction elements for historic properties;
10. Wind mitigation measures; accessibility requirements;
11. Remediation as identified by local health authorities;
12. Exterior site work including utility services coordination and debris removal.

Each project will require compliance with HUD regulations, including potential lead abatement licensing.

Period of Performance
The contract will be performed over a period of up to four years from the date of prequalification.

Place of Performance
The work will be conducted within the City of Norfolk, specifically targeting neighborhoods eligible under the Renovate Norfolk and Strengthening Neighborhoods programs.

Bidder Requirements
Contractors must hold a valid Virginia Contractor License (Class A or B) and may need specific licenses for lead abatement if applicable to the project scope. Contractors must not be listed on the federal Excluded Parties List and should comply with all local, state, and federal laws regarding employment practices.
