RFQ 683906: Construction Support Services for the General Government Office Building - Phase I

Background
The County of Loudoun, Virginia, is seeking to select one Consultant to provide Construction Support Services for the construction of the General Government Office Building Phase I. This project aims to facilitate management and administration for the Department of Transportation and Capital Infrastructure (DTCI). It includes the construction of a 125,000 square foot County government office space adjacent to the Loudoun County Animal Services Facility in Leesburg. The project will also include sitework necessary for future phases of development.

Work Details
The Consultant will be responsible for comprehensive staffing and support services necessary for effective execution, oversight, and documentation of all construction-related activities associated with the Project. Key responsibilities include:
- Full-time on-site inspections, project administration, and construction management duties, including overtime as needed.
- Staffing requirements include a full-time Construction Manager, Senior Inspector, Inspector, Project Scheduler (as needed), Project Cost Estimator (as needed), and administrative support staff.
- Conducting on-site material testing and inspections per project specifications and the County’s Third Party Building Inspection Program.
- Providing a field office/trailer with necessary equipment such as computers with internet service, transportation, software, cellular phones, etc.
- Monitoring and inspecting the work of the Construction Contractor to ensure compliance with all contract documents.

Period of Performance
The anticipated schedule for this contract is approximately 30 months from June 2026 (Notice to Proceed) to December 2028 (Expected Substantial Completion).

Place of Performance
The contract will be performed at the Support Center site adjacent to the Loudoun County Animal Services Facility off Kincaid Boulevard in Leesburg, Virginia.

Bidder Requirements
Offerors must demonstrate significant experience with large and complex projects with a minimum construction cost of $80 million. The Consultant's team must include qualified personnel such as a Construction Manager with at least ten years of experience in building construction management; certifications are preferred. Additionally, Offerors must provide a list of subconsultants along with their qualifications.
