RFQ #04-26 Laboratory Services

Background
Hopewell Water Renewal (HWR) is a publicly owned treatment works designed to provide regional wastewater treatment for the City of Hopewell, Prince George County, Ft. Lee Army Base, a federal prison, and several significant industrial users. The facility handles a wastewater composition that is 85% industrial waste. HWR is seeking qualified laboratory services to analyze various wastewater samples as part of its operational requirements.

Work Details
The selected laboratory will provide the following services:

- Analysis of river water
- Untreated industrial wastewater
- Treated wastewater
- Municipal sewage sludge
- Incinerator ash
- Wastewater treatment plant screenings

These analyses must be conducted in accordance with 40 CFR Part 136 and 40 CFR Part 261. Specific analyses include routine chemical analysis and Whole Effluent Toxicity testing for pollutants listed in an attached Table 1. Laboratories must be capable of submitting analytical results electronically and providing certified analytical reports. The contract may be extended for up to three additional years upon mutual agreement.

Period of Performance
The contract period will run from July 1, 2025, to June 30, 2028, with samples sent to the selected laboratory between July 1, 2025, and June 30, 2026.

Place of Performance
Laboratory services will be performed at the contractor's facility; however, samples will originate from the City of Hopewell.

Bidder Requirements
Bidders must demonstrate extensive experience in providing laboratory services relevant to the analyses required. They must possess VELAP certification or NELAC accreditation for performing the required analyses. No subcontracting of samples is allowed without prior written approval from HWR.
