RFP2026-05 Airport Engineering Services

Background
The Orange County Board of Supervisors is seeking digital proposals from qualified firms for Airport Engineering & Consulting Services. This RFP aims to establish a contract through competitive negotiations to provide airport planning and professional engineering services related to the Orange County Airport (KOMH). The County is committed to modernizing the airport to meet community needs and promote economic development.

Work Details
The contracted Offeror shall perform professional engineering services on an as-needed, task order basis. Services may include:

1) Advice and guidance in the development of the Airport;
2) Assistance with future planning;
3) General airport planning, design, and construction phase services;
4) Representation of the Owner in public meetings;
5) Keeping abreast of changing technology, laws, and regulations;
6) Conducting feasibility studies for new projects;
7) Preparing preliminary documents, working drawings, and specifications;
8) Conducting compliance studies with federal, state, and local regulations;
9) Providing services related to new construction, renovation, and alteration projects including various engineering disciplines;
10) Administering construction contracts and ensuring compliance with contract requirements;
11) Providing a complete set of reproducible project drawings upon project completion.

Period of Performance
The contract term shall be for one (1) year with the option for three (3) additional one (1) year extensions.

Place of Performance
Services will be performed at the Orange County Airport (KOMH), located in Orange County, Virginia.

Bidder Requirements
Offerors must comply with U.S. Department of Transportation and FAA regulations. They must also certify compliance with applicable federal and state requirements due to funding assistance. Additionally, Offerors must maintain a valid certificate of authority or registration to transact business in Virginia.
