RFP20250437 HVAC Equipment, Installation, Service, Controls and Products

Background
James City County is seeking qualified and experienced Contractors to establish a long-term partnership for comprehensive HVAC services. The goal of this contract is to ensure reliable, energy-efficient, and cost-effective climate control solutions that contribute to a comfortable and productive environment for building occupants. Contractors must demonstrate their ability to supply, install, service, and support a wide range of HVAC systems and components while adhering to all applicable regulations and industry best practices.

Work Details
The scope under this RFP consists of the supply, installation, service, and support of the following categories:

A. HVAC Equipment:
a. Heating: Furnaces, heat pumps, boilers, radiant heating systems, unit heaters.
b. Cooling: Air conditioners (split systems, packaged units), chillers, cooling towers, ductless mini-splits, evaporative coolers.
c. Ventilation & Indoor Air Quality (IAQ): Air handlers, fans, dampers, louvers, filters, ERV/HRV systems, humidifiers, dehumidifiers, air purifiers.
d. Specialty HVAC Products: Modular HVAC units, steam & thermal heat recovery systems.
e. Other: Thermostats, zone controllers, ductwork accessories.

B. HVAC Controls and Integration:
a. Thermostats: Programmable and smart thermostats.
b. Building Management Systems (BMS): Centralized HVAC monitoring.

C. Installation and Project Oversight:
a. New Installations: Design for new construction or renovations.

D. Service and Maintenance:
a. Preventative maintenance contracts with emergency response capabilities.

E. Additional Services:
a. Site surveys and energy audits; professional consulting services; equipment rentals; documentation and training.

Period of Performance
The term of this Contract is for an initial one (1) year period with four (4) optional one-year renewals.

Place of Performance
Services will be provided at various county-owned and managed facilities in James City County.
